Release 2026.4.23

Release 2026.4.23 introduces multiple developer-oriented updates and new features. We highlight (1) the addition of the RDMA-capable H4D instance types for the Google Cloud Platform through the OFplus queue; (2) open-sourcing the apptainer container registry (https://github.com/Exabyte-io/application-containers-public) so that our community can have contributions for the new versions of the simulation engines, and (3) Multiple updates to the API-examples repository, highlighting some example Jupyter notebooks - adjusting the Valence Band Offset calculations to include polar slabs.
